What Works – Operation Paramount (Toolkit)

The Operation Paramount Toolkit is designed to support professionals and partner agencies in the recognition and offer of support for children and families affected by parental imprisonment.

Drawing on insights from the Thames Valley Police Operation Paramount initiative, the toolkit aims to:

• Operationalise best practices for early recognition of affected children through data-led and relational approaches.
• Set out a potential blueprint for multi-agency collaboration based on a tried and tested model between the police and a third-sector organisation.
• Provide practical guidance for setting up systems and roles to enable timely, trauma informed, and non-stigmatising support.
